Ms. Pennella has worked in youth and family services and education since 1975, primarily in Maryland, where she began as a clinician with children and youth, then moved into program and agency administration in the nonprofit sector before accepting a position in the public sector in 1985. Following public sector experience at the local and state levels in Maryland, Ms. Pennella established a consulting practice and held faculty positions at a land grant university (WVU) and a private college (Notre Dame of Maryland). Ms. Pennella’s expertise in organization development and planned change has been focused on using systems change skills in the nonprofit, education, and public sectors to create responsive education and human service delivery systems that maximize public-private partnerships and a full range of existing resources to achieve measurable outcomes. Since returning to her hometown of Rochester NY in 2004, she has worked as Executive Director of Horizons at The Harley School, an academic summer enrichment program designed to mitigate the achievement gap of city school students in grades K-8.
